David Bell, C.E.O.
David Bell received the 1990 nomination for State Senate in Georgia's 55th District after serving as a Congressional Staffer during the 1980s. He worked for U.S. Senator Paula Hawkins as a staff assistant with a primary focus on the appointment process to the US Military Academies including West Point and Annapolis.
David moved to Charlotte North Carolina to serve as President of Strategic Outsourcing which he co-founded in 1995. After 8 years of growing SOI revenues at a rate of 40% and reaching 1 Billion in revenue, the company was sold for approximately $55 million and Bell remained President for 2 years before founding InSource Business Strategies which was sold in 2008.
Tracy Bell, President
A licensed insurance agent in property/casualty and life/health, Tracy's career began in the United States Navy. She has a Bachelor of Science degree in computer science from St Leo University. Tracy has experience in technology, accounting and compliance. Prior to co-founding Syndicated Services, Tracy was responsible for Sarbanes-Oxley (SOX) compliance, which created new standards for corporate accountability. Tracy uses her experience in technology, accounting and compliance to carefully examine the risk management needs of our clients.

Cindy Betsill, Agent / RVP
Cindy has extensive experience in the insurance industry. She began working with the management team in late 80’s for a previous venture which was sold. Cindy oversees operations in Georgia from her office in Atlanta’s growing southern crescent— near Peachtree City and the Atlanta airport—and is strategically located to offer more personalized attention while creating a physical presence in the community.
Dean Radtke, SVP Alternative Solutions
Dean has been involved with the management team for over 30 years. He was a Regional Vice President of Strategic Outsourcing, Inc. which was acquired by Tri-Net (TNET (NYSE)). Tri-Net managed $34 Billion in Payroll. Prior to that, he was Divisional Vice President of Sales for Union Planters Bank, a $35 Billion bank based in Memphis, Tennessee which was Acquired by Regions (RF (NYSE). Dean has been in risk management and human resources for most of his professional career. He has also owned and successfully sold a staffing company, Staff Masters of Jacksonville.
James Taglia, ARM
James (Jamie) Taglia is a graduate of Georgia State University with a degree in finance. He has over 35 years in the insurance/risk management/benefits industry. Prior to joining Syndicated Services, he managed over $100 million in premiums. He is a certified instructor in multiple states and holds insurance licenses throughout the country. Jamie brings experience in claims, program management and underwriting. Jamie has been the featured speaker at multiple national association conferences and he has been published in a number of industry publications.
Jean Burger, CPP Payroll Manager
Jean, a Certified Payroll Professional, has been working in the payroll industry for over 25 years. She first met and worked alongside of David Bell from his days serving as President of Strategic Outsourcing. Jean has transitioned with David in several other business entities over the years. Jean’s experience, professionalism and vast experience set her apart making her a vital member of the Syndicated team.
Karen Evans Operations and Compliance Manager
Karen’s career began in Corporate Finance with AT&T and then one of the “Baby Bells”. She spent time in multiple states, assigning and managing financial codes to ensure Public Service Commission compliance. She also developed and led training for other Financial Managers to ensure corporate compliance and uniformity.
She has been involved in the insurance industry since the late 1990’s and obtained her Series 6 license in the early 2000’s. Since joining forces with Syndicated in 2012, she is primarily responsible for licensing, compliance and general operations management.
